Meet Frank

Frank New moved to Heath with his family in 2009. He and his wife bought a crumbling, abandoned wreck of a house, and spent nine months bringing it back to life– fully investing with every minute of those long months in the charm of this community they had so carefully chosen to raise their three kids. Fifteen years later, Noah is 24, Wiley is 23, and Evan-Claire is 18 and for them Rockwall County will always be home. Before being elected Rockwall County Judge, Frank owned and operated Dallas Corporate Flooring, a successful commercial floor-covering business. His wife, Kerri served as Chief of the Family Violence Division of the Rockwall County District Attorney’s Office from 2014 to 2024, and she currently travels the country providing training and technical assistance on the investigation and prosecution of Domestic and Sexual Violence, Stalking, and Human Trafficking cases. The New family are members of the First United Methodist Church of Heath.

 

Frank is a natural problem solver and is always the first to volunteer when he sees a way he can help. His long history of service to his community began in 2011 when he became President of his neighborhood’s HOA. In 2016, Frank and many of his friends and neighbors in Heath started to notice the alarming rate commercial and high-density residential development was encroaching on the charming, rural feel of their city. Frank’s response was to begin attending Planning and Zoning Committee meetings and City Council meetings and asking questions until he understood the issue and what could be done to stop it.

Then, in 2017, Frank ran for City Council along with three other like-minded people who weren’t ready to give up on Heath. In that election and the next, Frank was a part of a period of unprecedented change where the citizens of Heath took back their town by re-writing the Comprehensive Plan so that it better represented what the people wanted for their city and strengthening measures to preserve Heath’s individuality in years to come. Frank continued to serve Heath as it’s City Councilman for Place 1 through 2022 and was elected by his fellow council men and woman as Heath’s Mayor Pro Tem in 2020.

In addition to serving his city as a Councilman, Frank has spent years learning the ropes of county management as well. In 2018, as a Heath City Councilman, Frank became a member of the Emergency Management Board for Rockwall County, a board member of the Emergency Services Corporation of Rockwall County, and a member of the Rockwall County Road Consortium. These positions afforded Frank an up close and personal view of the county’s management of these critical services, and he invested the time and effort to understand what needed to be done differently and how exactly to effect those changes to benefit Rockwall County’s people.

Finally, as a member of both the Heath and the Rockwall County Covid19 Economic Recovery Task Forces since their inception in early 2020, Frank saw first-hand what must be done to put Rockwall County in position to respond to future challenges with strength rather than reacting in fear and uncertainty. After three years of working tirelessly behind the scenes to effect necessary change through the then existing power structure, Frank came to accept that meaningful improvement was not possible without a change of leadership, so he made a promise to the people of Rockwall County to CLEAR THE SMOKE, DO THE WORK, and MOVE ROCKWALL COUNTY FORWARD. During his first term in office, Frank made good on that promise over and over again. Judge Frank New is as committed today as he was four years ago to serve this community as only he can. His first term in office has proven his integrity, his work ethic, and his grit, and he asks for your support as he continues FIGHTING FOR THE FUTURE OF ROCKWALL COUNTY.
